The Sewing Scissors are found on top of Harry’s Table alongside various other sewing equipment, they were probably gifted by Roxy Lalonde.
He proceeds to allocate them to his strife specibus.
During the events of Snap he holds them tightly while panicking and stabs a "snooty-faced and terrified reporter" with them in the leg.
